الملخص
The archives of the ministerial presidency, the documents of the legislative court and the constitution are all considered an important sources present historical information about the nature of the administrative and social life in Mosul at the end of the ottoman era. The Mukhtar as the last rank in the Ottoman administrative formation in Mosul vilayat, adopted effective social and administrative roles in maintaining the social structure .In order to explain the nature of the Mukhtar's duties, his role in the financial administration and the legislative courts, the research included many cases witch adopted these documents to explain that role.
